I change Context Help settings from local .chm file to online help while Dynamic Help window displays some help topics - those topics don't change their link from .chm to online until I move cursor to another position - and only then Dynamic Help updates it's links.

Unfortunately no.
We have internal bug tracker with all bugs from the forums, support and etc.
All your issues was posted here also.
