No, not "really". I am using Uniform Server, a WAMP setup that lets me do a lot of stuff including creating multiple websites directly on my development computer.
It lets me use my own PC dynamic IP address and define a number of hosts under dtdns.net (a dynamic DNS service) like:
mywebsite1.dtdns.net
mywebsite2.dtdns.net
mywebsite3.dtdns.net
...
When I (or somebody else) go to one of the URLs above, they are processed by my
local WAMP. Your debugger already works in local, it just lacks some "glue" to let it switch to a certain vhost.
This setup is very useful in case one has to develop 3-4 PHP based websites at a time or keep them updated while developing new ones. I add a new vhost and just develop in there like I was in production on one the multi-clients-websites servers I manage.
